Kennedy School of Goverement, Harvard University, and Wendell Cox, principal, Wendell Cox Consultancy, Belleville, Illinois. It is based on the cooperation and assistance of public officials from the cities of Portage and Kalamazoo, the townships of Kalamazoo, Schoolcraft, Pavilion, Texas and Oshtemo; members of the Kalamazoo County Board of Commissioners; as well as officials from Western Michigan University, Kalamazoo College, civic organizations, businesses and foundations.
