Summary

Julian Leyzaola Perez, a former military officer turned police chief, declared open war on the drug cartels in Tijuana and Juarez. Murder rates in both Mexican cities dropped, but outrage spilled over regarding human rights abuses committed by Leyzaola's police force. Were Leyzaola's hardball policies justified?
